Mongolia eighteenth EITI Reconciliation report 2023 What makes the 2023 or 18th Reconciliation Report of the Mongolian EITI different from previous reports? Summary 1st, we have signed an agreement with the Mongolian Dazo Company to comprehensively improve the EITI electronic reporting system. It has become easier for our companies to submit their reports electronically. https://ereports.eitimongolia.mn/. This Reconciliation Report mainly uses the information reported in the EITI electronic reporting system, and out of the 125 selected companies, the following 25 companies were not registered in the electronic system and did not submit their information (table 2, page 17). Also, 18 companies refused to participate in this report (table 10, pages 26-27). 2nd This report includes information on the “Hearing on coal theft” held in the Parliament in 2023 (pages 148-152). The purpose of this 18th report is to support the implementation of recommendations to improve transparency in accordance with the EITI standards, to assess the comprehensiveness and veracity of disclosed information, and to improve the government’s information system and natural resource governance. Key results: In 2023, the report included 8.1 trillion tugriks. The mining sector accounted for 29.9% of the state’s consolidated budget revenue, and coal miners alone accounted for 56.2% of the mining sector’s revenue. Revenue from the mineral resources sector amounted to 7,679.8 billion tugriks, an increase of 3,072.9 billion tugriks or 40.0 percent from the same period last year. The mining sector accounted for 28.7 percent of GDP in the fourth quarter of 2023, an increase of 5.1 percent compared to the same period of the previous year, 86.5 percent of export revenue, or 24.7 percent, and more than 31.6 percent of budget revenue. Mongolia set a target of exporting 50 million tons of coal to foreign markets in the 2023 budget amendment, and by the end of the year, it had exported 69.6 million tons of coal, an all-time record, exceeding the target by 39.2%. Key recommendation: Since legal shortcomings are affecting the successful implementation of the EITI, the recommendation to adopt the Law on Transparency in the Mineral Resources Sector is reiterated (Page 157-158). Mongolia seventeenth EITI Reconciliation report 2022 104 enterprises participated in this year's summary report of EITTS, which collected 5.3 trillion MNT in taxes to the state budget, which is an increase of 2.1 trillion MNT compared to 63 enterprises participating in 2021. In 2022, the government reported 1184 enterprises and the company reported 785 enterprises. Compared to previous years, the number of companies that sent reports has decreased by 600-700 companies, and their activity has weakened. The difference between the number of enterprises reported by the government and the number of enterprises reported by the company is 399 enterprises that have not been reported to either side. Out of a total of 1,184 enterprises, 9 enterprises collected 100 billion or more revenue from the government side, accounting for 81.5 percent of the total tax revenue. 85 enterprises that collected more than 1 billion in tax, 56 enterprises that collected more than 500 million in tax, 57 enterprises that collected more than 300 million in tax, and 977 enterprises that collected up to 300 million in tax, respectively. Mongolia sexteenth EITI Reconciliation report 2021 The International EITI Board in light of the difficult situation caused by the global Covid-19 pandemic recommended that the collection and dissemination of EITI reports be free of any health risks and that audits be performed flexibly. As of 2021, a total of 2,015 companies held 3,027 licenses, of which 1,591 submitted reports online. Mongolian EITI National Council endorsed the Mongolia EITI Reconciliation 2021 or 16th Report, which covered only 63 gold, coal and copper concentrate producers. Mongolia fifteenth EITI Reconciliation report 2020 The International EITI Board in light of the difficult situation caused by the global Covid-19 pandemic recommended that the collection and dissemination of EITI reports be free of any health risks and that audits be performed flexibly. As of 2020, a total of 2,363 companies held 2,642 licenses, of which 1,419 submitted reports online. Mongolian EITI National Council endorsed the Mongolia EITI Reconciliation 2020 or 15th Report, which covered only 60 gold, coal and copper concentrate producers.
