Objective and Purpose of the Assignment
The Government of Mongolia requested knowledge and support technical assistance (TA) from the Asian Development Bank (ADB) to support the Ministry of Mining and Heavy Industry (MMHI) in increasing transparency and public engagement in the extractive industry. This will improve governance of the industry, strengthening its contribution to Mongolia’s development and improve its attractiveness to prospective investors. Through the TA, ADB will enhance engagement by Mongolia in the Extractive Industries Transparency Initiative (EITI), increase public awareness of and engagement in mining activities, and provide guidance on legislative changes.
Scope of Work
The purpose of the position is to support the development of an EITI e-Reporting system, Data portal and annual reporting Detailed Tasks and/or Expected Output
(i) Design, build, and maintain efficient, reusable, and reliable Java code;
(ii) Debug and resolve technical problems that arise;
(iii) Recommend changes to existing Java infrastructure;
(iv) Administer, maintain and update EITI related Database;
(v) Back up and store EITI Database and follow information security guidance and standards;
(vi) Assist in improving, maintaining and updating the EITI Mongolia website;
(vii) Back up and store EITI Mongolia Website;
(viii) Support the EITI Communications Specialist in producing high quality products in a range of formats using relevant computer programs;
(ix) Provide training to reporting entities both government and companies, and civil society if necessary;
(x) Receive EITI reports from companies and government agencies through e-Reporting system, and provide relevant counseling;
(xi) Be in charge for selection and provide support for Independent Administrator during reconciliation process and EITI report production;
(xii) Responsible for disseminating information about project work to the public through social media and other ways;
(xiii) Support annual EITI reporting in other way as deemed appropriate or required.
Minimum Qualification Requirements
The Information Technology Expert must have a University degree, with a Bachelor or higher degree in Computer science and mathematics, and at least 3 years of professional expertise of Information technology and in a building Java web-based applications.
The consultant will have a good command of English and will be able to write reports and make presentation in English. He/she will be a person of high integrity and accountability, have the ability to work well within a small team, and possess good time management and organizational skills. Relevant experience with projects and programs financed by development agencies will be an advantage. The consultant should have the ability to create and draft user manuals for systems and provide training for stakeholders. He/she will report to the EITI Lead Specialist and to the ADB TA Officer.
(i) Proven hands-on Software Development experience;
(ii) Proven working experience in Java development;
(iii) Hands on experience in designing and developing applications using Java EE platforms;
(iv) Excellent knowledge of Relational Databases, SQL and PostgreSQL;
Minimum General Experience 3 Years
Minimum Specific Experience (relevant to assignment) 3 Years
